One of my friend Shashi wants to know. He has taken Printout of FORM - I, taken all Five Stamps.

How to Apply for new Notary Govt of India.

1. Online or

2. Offiline (Whether Application should be sent through Register Post or in-person at Notary Cell, Delhi)

both ONLINE AND OFFLINE A CENTRAL govt NOTARY PUBLIC CAN BE APPOINTED.
iT IS OFFLINE PROCEDURE. but THE APPLICATION FORM FOR APPOINTMENT OF ALL India notary PUBIC CAN BE OBTAINED ONLINE.Pushp Dev Singh Gil

All questions of yours will be available there including the notary form and the procedure of appointment as a notary.

Simpler is purchase a bare Act and Rules of the Indian notaries which is easily available. It is very cheap and doesn't cost you much.. Black and White before you will be more convenient.and It is also available through online through this link:
