Pay fixation

i am working as Sr. Tech. in pay scale of 10300-34800 in grade pay of 4400/- at Panjab University Chandigarh since 2006.

In Oct 2013 i selected as Technical officer in Panjab University through proper channel in same department in pay scale of 10300-34800 in grade pay of 5000/-. In appointment letter its mentioned pay will be fixed as per rules being already in the service of Panjab University. At that time drawing basic pay of 15350 and DNI was in Jan 2014.

I opt for pay fixation on DNI and two increments given to me in Jan 2014.

In mean time in 2017 Feb pay scale was revised from 10300-34800 in grade pay of 5000/- to 15600-34800 with GP 5400.

but now our DNI has been changed.

we drawing less pay in higher pay scale.

Problem does not seem to be real one, as rules are very clear that you cannot get less pay than your earlier drawn pay.

Good joke, if you feel that a lower pay should be protected as against higher start of the pay scale to which you are eligible on revision of pay scale!

By the way, what do you mean by protection of pay, the lower side of pay or the upper side of pay?

Do you want your pay to be allowed @ Rs. 15350, as against the higher start of scale of pay from Rs. 15600, when you state, "They are mentioning that pay can not be given below initial pay of 15600?

Yes sir as already I getting increments till 2017 and two increments on Jan 2014. Pls. Guide as my baisic pay is revised in Feb 2017

It is brings to your kind attention that we joined as Technical Officer in UIET on October 17, 2103. Before joining as Technical Officer, we are working in the UIET Panjab University since 2006 as Senior Technician.

1. In our appointment letters as Technical Officer it was clearly mentioned that pay will be fixed as per university rules being already in the service of Panjab University.

2. As Panjab University follows Punjab Civil Services rules and as per Punjab Govt. Notification number 6/47/2011/1FPII/521dated 20.7.2011 the pay of a Government employee, who is appointed to a post involving the assumption of duties and responsibilities of greater importance, shall be fixed in the same manner as laid down in rule 11 of the civil services rules for fixation of pay in the case of promotion from one grade pay to another.

3. With reference to our representations 1177/UIET dated 25.03.2014 and 2362/UIET dated 21.04.2014 our pay was fixed as per above Punjab Govt. Notification number 6/47/2011/1FPII/521dated 20.7.2011.

4. As per Panjab University Letter No. 1794/Estt. Dated 08.02.2017 the Pay scale of Technical Officer is revised w.e.f. date of joining as Technical Officer from Rs. 10300-34800 + GP Rs. 5000 to Rs. 15600-39100 + GP Rs. 5400.

5. But till now our pay is not fixed as per rules and wrong fixation is done.

6. As per rule no 11 of Punjab Civil rules 2009 one increment equal to three per cent of the sum of pay in the pay band and the existing grade will be computed and rounded off to the next multiple of 10. This will be added to the existing pay in the pay band. The grade pay corresponding to the promotion post will thereafter be granted in addition to this pay in the pay band. It’s clearly mentioned that in cases where promotion involves change in the pay band also, the same methodology will be followed.

7. As per Punjab Civil Services (Revised Pay) First Amendment Rules 2009 rules Notification No. 5/10/09-5FPI/339 Dated 29th July, 2009 Point No 4 (iv) clearly mentioned that In case, the Government employee opts to get his pay fixed from the date of his next increment, then, on the date of promotion, pay in the pay band shall not be changed. Further re-fixation will be done on the date of his next increment. On that day, he will granted two increments; one annual increment and the second on account of promotion


Sir so according to above mentioned rules we already submitted the service books along with entries duly verified vide letter No. 6727/UIET dated 01.11.2017.

Dear Mr. Jai Kumar,

There seems to be some misunderstanding in your perception about the rules of fixation of pay on promotion or on revision of pay scales.

The basic question arises, have you received the pay fixation statement from the management? If not, ask for the same and then raise the question of real problem by making some expert examine the statement of fixation of pay in your case. Otherwise, merely hitting in dark may not help you, either on your part or on the part of any expert.
