Society agm minutes of meeting issue

In our Society (falling under Maharashtra Co-op Societies Act 1960) AGM , under the agenda item, other matters with permission of chair - Security , one resident member handed over a letter to one committee member to be read. The letter was a complain against a committee member for some security and parking issue. Half way through the letter reading, the member and the committee member got into an argument. The house decided that the matter should be taken up separately by Managing Committee and not in AGM.
This topic is now not minuted in MOM by the Secretary and he justifies saying this matter was taken up in AGM without the permission of the chair, though the matter went on for quite a duration, without anyone objecting about it not being permitted by chair.
Is the Secretary justified in his statement???
