Can wife deny child visitation even if she gave No objection in written in Mahila Thana cell? Can this be breach of promise? What do husband do after this?

My wife is living at mother's place for last 3 months for no reason and denying to live with me now giving fake excuses like I drink beat her, I object on her doing shringaar, I ask one of their floor on my name, I dislike my two daughters, etc. She filed domestic violence complaint after my legal notice to her to come back.
On 27th July, she and me agreed in written that kids will be with me on weekends. Last week she sent them. This week she denied blaming that i taught them nonsense things . Can she breach the promise like this? What shall I do now as next course of action? My kids are not been well taken care n they lost 1.5 kg each in last three months there. I have medical reports showing blood infection to them.

Proceed to file case in court for getting custody of children and till decided visitation right.

Do CAW cell has authority to aak her to allow kids to visit to me?

CAW Cell has no authority to compel her qua visitation rights of spouse.
You will have to file a case/petition before the Guardians Court for custody of children through a local lawyer.
