Generally permission from education department is mandatory.

Approach for details from Education Dept. of your Dist.
Without permission you can not run school because there are many laws like qualification of teachers etc which is required additional infrastructure.
If you are interested to establish entire Educational Institute and have enough funds , I can give details how to establish , but just for knowledge it will be very lengthy to type , from formation of trust to allotment land to trust , showing funds to state etc , Be practical it will be Multi - Crore Project , but if you try at remote tribal place or place where education is lacking and you want to try there then your budget can be reduced.

When you establish schools , colleges whole thing is owned by Public trust (generally) and you remain just trustee , and it is not private property . But from first if you have good contacts with local industrialist , industries then things can work out
