Consult a local lawyer or Sub-Registrar as the stamp duty and registration charges are state subject.

Myself not sure about Bihar ,because myself from other state , Generally in such case documents are prepared and send for adjudication to Collector of stamp and he gives in writing total amount payable as stamp duty.

If you are aggrieved by that stamp duty and registration fee you can appeal .

If still not satisfied you can contest in Hon. High Court too.

This is procedure but generally if rules are simplified then the amount which they arrive at first instance is generally correct

See if you have difference of opinion you can tell your Adv to present his view at first instance only , So the first officer who adjudicate total stamp payable comes to correct figure and no need for appeal

Generally There is also provision of refund in Stamp duty act , so talk to your Adv. first complete the property transaction and then claim refund accordingly .
