False certificates

Respected Sir/Madam,
I am a Govt. Servant, my annual income is 5 lakhs.

1.But my wife obtained an Income Certificate(Without my knowledge) from Tahsildar which states that our annual Income is Rs.10500/- only. By using this income Certificate she obtained several Govt. benefits which reserved for BPL people.

2.My wife is physically Fit and she has no disabilities. But she obtained an Physically Handicap Certificate from Govt.Doctors which states that she is limping and she has 60% disability.

3.My in-laws are in Govt.Service.But my wife obtained an Income Certificate(before her marraige) from Tahsildar which states that their (in-laws) annual Income is Rs.7500/- only. By using this income Certificate she obatained several Govt. benefits which reserved for BPL people.

When I came know all these I collected all the documents through RTI and gave 3 seperate complaints to Concerned to take criminal action against my wife and in-laws. In written reply to my complaints they told that this is not an criminal offence and they can't take any action.

Is it criminal offence or not, if yes please mention the IPC sections,

1. Challenge the opinion of doctor before an appeal Medical Board to prove that your wife is absolutely fit and not limping as observed by the Doctor.
2. If you succeed, file a suit for compensation of damages and criminal defamation complaint case against the doctor and your wife with in-laws.
3. Inform the Head of the Department (where your in-laws got the income certificate i.e., Tehsildar) with documentary evidences for cancellation of the certificate and proceed legally against them for filing false information before the authority with an intent to defraud and cheat them.
4. There are various criminal cases in the instant query, hence it would be more appropriate to engage and consult a local lawyer.
5. However, what do you want to prove against your wife and in-laws?

Lodge complaints to the concerned departments to stop benefits on the false certificates and ask for investigation.

Write to district authorities to fully investigate the matter and to lodge FIR if some financial benefits taken by her fraudulently.

Complaints with the concerned departments indicating the fraud played by your wife and her father for wrongful gains with copies to the respective higher offices will stir the hornets nest. However, when did you come to know about her fraudulent activities, was it after the unsolvable rift, conflict and matrimonial dispute arose between you both or at the time of your marriage itself?
