Suit for declaration

sir,

one mr sudhakar was executed unregistered agreement to sale the 2 guntas of land as a manager (akume)of the family , in pursuance of that agreement to sale in the year of 2012 sale deed has been registered. but now at the time of mutation register brother and sisters of Mr sudhakar(manager) objected for mutaion entry as per that Tahashildar rejected the mutation register entry in the name of purchaser , than purchaser file appeal in the Assistant Commissioner,

kindly advice me what is the jurisdiction of the Tahshildar to reject the mutation register on the basis of sale deed registration

is this good to purchase to file declaration suit against the vendor who has signed and registered the sale deed as a manager of the family and without the signature of the his siblings
