Illegal construction on the state highway

I was read.
As per supreme court's order
No more permission on state or national highway any construction.

But our city Municipal Chief officer, Tahsildar, PWD Officer, or some political leader doing this illegal construction of statue on road.
mainly Member of Rajyasabha Grant Fund for Developing that construction
Can we filed FIR against those officer, Political Leader or Etc.
Some social worker raised the objection on this construction but they officer refused an application.

Where,we go for it?
POlice Station or Approach to the Courts

Either you could file Civil Suit in civil court or PIL in High Court PIL would carry more merits in this case

Writ Petition can be filed in High Court or Supreme Court only not in civil court.

If you want you can file PIL (writ petition) in that State High Court.

can we file an application for take a Suo motu petition in the High Court.

because some politician Have Putting pressure.
