Obstruction in peformance of functions.

I am working as Sr.Accountant (Group B Non gazetted post) in one of Central Govt. department with more than 40 years of dedicated service to my credit. I am also section head of Accounts section entrusted with functions of 'pre-check' of vouchers mandated under Civil Accounts Mannual. Sr.Fisheries Scientist functioning as Drawing & Disbursing office is not expected to pass the finacial bills/vouchers without the scrutiny by this section head.
Of late when I pointed out certain financial irregularies in the system for appropriate remedial action by the authorities, Head of office ordered by sub-ordinates to submit files/bills direct to the DDO. Thus I have been disrobed of my functions as 'Section Head' and as well as of functions mandated under Civil Accounts Mannual I feel humilated and feel tortured with having to sit idle.
Kindly suggest remedy available to me

You say that you pointed out certain financial irregularies in the system for appropriate remedial action by the authorities.

It is not clear whether you did it orally or in writing in the official noting.

In any case, when there is an official order, better obey it. So long as the vouchers have not come to you and you have not re-checked it, don't worry. In case any one asks why you have not pre-checked it, please show the order passed by the Head office according to which the bills have to be sent direct to the DDO. It is the responsibility of the DDO to ensure that he gets the bills received by him duly pre-checked before making payment. If he also skips to get the pre-checking done then it will be his responsibility. You have nothing to do.

As a Govt. servant, you are only required to do what the work that is entrusted to you. In case no work is assigned to you, or even after the work having been assigned to you, no work is coming to you, then you need not and should not worry. You should only worry and be concerned that whatever work that you do you do it thoroughly and without any error or mistake.

There is nothing to be feeling humiliated or tortured by sitting idle. You can very well read good books during your idle time to keep you occupied.

Now you say that you have already put in more than 40 years service. You would be left with very little period of service. Better keep quite and do whatever work that comes to you instead of unduly getting concerned about the pre-check etc. It is the duty and responsibility of your higher ups to see whether they need any pre-checking or not.

The way that things are going on in your organization, if you do anything unwanted or try to argue or pick up quarrel or make comments that you are not being given work etc. etc., then you are asking for trouble. I sense that they are waiting for an opportunity to put you into trouble. So better watch out and do only those work that come to you.
