Vehicle user not paying toll amount

Respected Sir,

My client running a Toll Plaza and collecting the Legal Toll Amount from the Vehicle Users according to the directions of NATIONAL HIGHWAYS AUTHORITY OF INDIA (NHAI) which is the Government Undertaking.
But some vehicle users RUN THROUGH without paying any toll amount. Sometimes they also destroy or damage the Automatic Boom Barrier. Due to that heavy loss caused to the Toll Company.

We filed complaint against them but police registered as N C(non cognizable offence).

My question is that whether there is any Penal Provision in IPC or any act to stop vehicle users doing such type of acts as they are not paying Government Revenue?

Please suggest effective provisions.

Contact with local police; and those who are not paying caught them with the help of police,file complaint u/s- 133 /107/116 cr.p.c. And also 420/406 i.p.c
