Is using the engg drawings prepared by a consultant by another person who was subsequently appointed consultant an infringement of copy right act ?

Depends upon the terms of agreement between the principal employer and the last consultant, whose engg. drawing has to be used and whether for the purpose of the principal employer or for individual use of the new consultant.
