Rti-what next if second appeal/complaint is dismissed

I applied for info under RTI act 2005, PIO didnt give reply, first appeal made, FAA repeated same reason of PIO, hence second appeal made to TN info commission.

1. Info commission called for enquiry in Feb 13 on second appeal, i could not attend hence submitted my written statements thro speed post..... but Info commission DID NOT EVEN RECORD MY WRITTEN STATEMENT and passed an order holding the decision of FAA in my absence....

2. As i was not satisfied, i submitted to Chief info commissioner alleging that the order is erroneous without considering my written statements, hence to be reviwed and to make judicious order.......

3. Somehow... Infor commssion ordered for FURTHER ENQUIRY (REVIEW) and posted to july 2013.... again on the same day as i was out of station.. i did not attend and sent my written statements in detail with all evidence etc., IN THIS SECOND INSTANT TOO INFO COMMISSION FAILED TO RECORD MY WRITTEN STATEMENTS.. AND IT SIMPLY RECORDED MY ABSENCE AND DISMISSED THE PETITION SAYING THAT THE ORDER PASSED EARLIER WAS AFTER A DETAILED LENGHTY DISCUSSION.... HENCE COMPLAINT /PETITION DISMISSED....

both orders were not speaking orders....

with this background my questions are

1.What is the next step i should do as per RTI act

2. May i once again apply to chief Infocomission stating that again the same info commissioner conducted enquiry in my absence and failed to a consider my written statements....hence to review again...or any other way to ask them to take up again and pass a judicious SPEAKING ORDER ....

Dear Mr sudhir kumar & goyal sirs

Thanks for quick & pointing replies. Will you please tell the following also:

1. under which sec / Act, i can file case @ Madras High Court?

2. should it be filed as a writ?

3. Can I add parties viz., concerned PIO of public authority, State Information commission....

4. Can i add third party hospital (who refused to give information) too

Your kind advise would help me to orient the case....

You need to implead the SPIO as respondent in the writ petition to be filed before Madras High Court in the given facts.
