No. IPC is not a matter of concurrent list and decision of Delhi High Court is also not confined to Delhi.riven

THE CONCEPT OF MORALITY CHANGES WITH THE CHANGES OF TIME. MORALITY AND LAW BOTH ARE NOT RIGID. AS THE MORALITY CHANGES IT CHANGES THE LAW TOO. THE LAW IS MADE FOR MAN. MAN IS NOT MADE FOR LAW. SO WITH THE CHANGES OF TIME LAW MUST BE AMANDED.
