Witnessing before inquiry committee under naval act

Dear Sir,
My friend alongwith his family had been to Adman & Nicobar as Tourist, where some Navy officers of high rank started hooting on nearby passing group of girls. These girls launched a FIR against the Navy officials and gave my friend's name as witness in FIR and received his mobile no. from the hotel in which he had stayed. Now the case has been transferred to the Navy Disciplinary Committee under proceedings of court martial and summon had been issued to my friend to witness the case alongwith his family by Naval authority from Andaman till all the proceedings finally disposed off. My query is that whether he can be forced to witness, if yes than Can he demand issuance of commission as he is living in Delhi , the distance is too much to travel from Delhi to Andman and he is only the earning person in his family It would be big setback resulting in loss of his livelihood Pls reply urgently my friend is in deep mental agony?

I have gone through the changes inserted in your query. Your frnd need to go and attend the court martial in naval base wherein such proceeding is going on. He shall not be paid anything for that purpose. Once his evidence is closed, he need not to attend the hearings. It shall take one day time there.
