Need of first class magistrate affidavit

Hello sir/madam
This is shagul based in London, I lost my passport few weeks before i made a complaint in Indian high commission in London.
They keep on dragging to issue a travel document.
I need a first class magistrate affidavit with my photo so that they can issue on same day service.
As i am based in London for the past 5 yr s I don't no any magistrate
I got my passport photocopy and UK driving licence only
i don't have any Indian driving licence pan card etc.
i need to travel India for a emergency issue
Please suggest me

When you will come to India then you can swear and affirm an Affidavit befor the 1st class Judicial Magistrate at where you were resinding within your sub-division court.

I would like to share this problem from seniors that it is very unfortunate that. First class magistrate are DM or judicial magistrate who does not cooperate in such attestation.

How can we remind them, their duty for this work. Generally they simply refuses to do so what can we do in such a case.

In such case, legal notice is required to be served to them and even then if no result is seen then better to mvove against them in high court.
