Structural changes to property

Dear Sirs,

I stay in a property which has 6 flats and my flat is on the top floor and there is an open terrace in front of my house (no flat is constructed there). Two of the residents do not stay here and use this house only on certain times of the year.

There is a common water tank (RCC) on my terrace and since the building is about 30 years old it is in a bad state and almost beyond repair. This is creating major issues in my house due to water leakages.

I have proposed to the other 4 residents that we remove the RCC structure and place sintex water tanks as an alternative and they have agreed.

The other 2 residents are not receptive to the idea of spending money on the water tank. Can we (the other 4 residents) go ahead and make the changes. Since no one wants to invest on their behalf their flats will be left without any water source and this shall create further complications.

Any suggestions?

is a cooperative society formed? if majority of residents are agreebale obtain their consent in writing . also their willingness to pay the share for replacement of water tanks . please note that other 2 residents cannot be deprived of water .

make an application to muncipal corporation pointing out that building is in a diplidated state . let muncipal corporation take inspection . issue notice to all residents to carry out necessary repairs . they will have to then pay for repairs
