How to get documents from the patpedi

my uncle produces a forge samati patra [notary] to a patpedi n took loan my grand father died in 1991 my uncle took loan in 2003 making a forge samati patra in the name of my grand father when we approched the patpedi they refused to give the documents we filed a rti but they replied as it does not work for the patpedi then we approched the sahayak nibandak sahakari sansta of that area he is not coopreting does the rti work for him n who is the higher authority for him how can we get the documents please guide
