The BC certificate is given on the basis of the caste you were born in. There is no income limit specified for obtaining the BC certificate. The income limits are put when you wish to avail of government concessions and other benefits where the income limits are specified.

The BC certificate is valid for life but has to validated as per the process whenever you wish to avail of a concession e.g. when you wish to stand for an election where the seat is reserved for BC candidates only.

It does not matter whether you work for the government or for a private firm.

Since the caste certificate is provided on the basis of the caste one is born in, your wife will get a BC certificate only if she was born a BC. She would get an SC certificate if she was born a SC and if she was not born in any of the reserved category castes then she would not get the BC certificate.

Your children will be able to get any of the certificate they wish to get as per their mother's or father's caste.
