Fee/orignal dox not refunded by pvt university

Dear Sir,
My ward took admission in B.Tech in a pvt univ. (estb. by act of Govt of Rajasthan, approved by UGC and courses accredited by aicte)in last week of Aug 2011. Within a fortnight he decided to withdraw from the course and on 13/9/11 he formally applied for admission cancellation. Despite our repeated requests, the univ. didn't clarify it's fee refund policy (UGC norms require them to disclose fee refund policy before admission itself).

After much follow-up the univ. refunded us 50% of tuition fee and deducted about 9000/- from hostel fee for One month stay of my ward in hostel (Annual hostel fee is Rs.50000/-)

The Univ. returned original marksheet of Xth & XIIth of my ward but said that migration/transfer/character certificate will not be returned, instead they will issue fresh migration certificate on payment of Rs.5000/-

My queries to you are:
1. Can such univ. legally refuse to share their fee refund policy with the student/guardian?
2. Is there any UGC norm/rule regulating these pvt universities on amount of fee chargeable for transfer certificate etc?
3. Can these univ. charge this kind of exorbitant fee for transfer certificate?
4. Is RTI Act applicable to such pvt. university?
5. Can any such univ. use such internal rule/regulation for exploiting students?

Our last communication with the registrar of univ. detailing everything is attached herewith. To this he has replied that, he has already verbally stated his univ. stand on the issues and will not entertain any further communication.

Request you to kindly advise, what are the options before us to seek justice in face of such rampant/exploitative approach of this university.

Sir, we are middle class people and need your able guidance to steer through this situation.

Ans: it is depend on the university policy.

Ans: in this regards you can see the UGC Website and find the answer

Ans. it's also depend on the university's policy

Yes RTI is applicable.
5. Can any such univ. use such internal rule/regulation for exploiting students?
Ans: you should go and asked them about the bye-laws and policy of the university

Dear Sir,

Thanks for ur response. Kindly advise on below:

1. Which forum should we approach for redressal of our grievance-UGC, AICTE,Consumer Court or govt of rajasthan (as this university is set by an act of govt of rajasthan)??
2. Does UGC/AICTE etc have any control on these pvt. universities?
3. I have searched on UGC website, but nowhere did I find details on rules/norm regulating fees for certificates. Kindly guide where to find the same?
4. Can we approach consumer court in Delhi. The student is resident of Jharkhand & University is in Rajasthan?

if student is resident of jharkand and university is at rajasthan how will courts in delhi have jurisdiction?

file complaint beofere consumer forum wherein you paid the fees .

in alternative complain to UGC
