Sumir,

Don't claim big things, if you say that you have proof pertaining to involvement of a very BIG person in crores of scam/ scandal /fraud/ cheating/Economic Offence/Corruption, 420, etc., you are bound to complain about the same, else you are equally guilty of not furnishing details of offence which are known to you or have knowledge about the same.

You can be charged with:

Section 176. Omission to give notice or information to public servant by person legally bound to give it

Whoever, being legally bound to give any notice or to furnish information on any subject to any public servant, as such, intentionally omits to give such notice or to furnish such information in the manner and at the time required by law, shall be punished with simple imprisonment for a term which may extend to one month, or with fine which may extend to five hundred rupees, or with both;

Or, if the notice or information required to be given respects the commission of an offence, or is required for the purpose or preventing the commission of an offence, or in order to the apprehension of an offender, with simple imprisonment for a term which may extend to six month, or with fine which may extend to one thousand rupees, or with both;

1[Or, if the notice or information required to be given is required by an order passed under sub-section (1) of section 565 of the Code of Criminal Procedure, 1898 (5 of 1898) with imprisonment of either description for a term which may extend to six months, or with fine which may extend to one thousand rupees, or with both.]

Vishal has given a good reply on technical terms, no doubt about it.

yes all such bodies are functioning and u ll ve to put faith in them.

an individual effort is enough to change the things.

have courage and report the matter, pursue it till it gets decided.

report the matter without any hesitation.

as far as human rights commissions r concerned they have got some different purpose and not like what u r reffering too.

Sumir,

What office does the big person hold, it depends on that to whom and with whom the complaint can be lodged.
