Whether zillah parishad is a semi govt or local autonomous body?

Sir, I am from Maharashtra.Open tenders are invited from Govt/Semi Govt registered Civil Contractors.
One contractor has submitted Tender with his Zillah Parishad Registration. Now question is whether Z.P.Registration be treated as Semi Govt Registration or Local Autonomous Body Registration?
Please guide.

Zilla Parishad is a lacal government body to look after the affairs/administration of rural area.

It is neither semi government nor autonomous body.

WHEN REGISTRATION IS A CONDITION PRECEDENT TO FILING OF TENDER AND CONTRACTOR DOES NOT HAVE REGISTRATION ASKED FOR, THE RESULT OF REJECTION OF TENDER IS NOT A DOUBT FULL CASE.

If the contractor is registered in Zilla Parishad, then it can be accepted, as Zilla Parishad is a government body.
