Who is the authority to certify a recorded video as real?

Due to pressure of the prosecution, the prosecution witness had toed the line of prosecution and had bluffed in court, but after 6 years, the same witness had told the real story which was video graphed secretly without the witness knowledge. Who is the competent authority to certify the recorded video as real?

I know that you will always confine to the Forensic lab. As per law the same Forensic lab which certifies the authenticity/difference of the "real" and "reel" tapes had always confined their experiments and results to a solid state. But how about liquid state analysis? It appears they don't have the "liquid technology" which is supposed to be the most advanced technology in the world to make their analysis perfect. Have you ever wondered the "Liquid Forensic" to be silent in a part of their report submitted to judicial process and yet the Judiciary accepts the forensic report with no questions asked? Finger print, forgery, handwriting, undergarment with blood stains etc are all in solid state and the report of Forensic is accepted by the Judiciary to pin down a culprit. Suppose, if a body after being killed in a train is thrown from a running train into a running stream from atop the passing bridge, kindly let me know the status report of the body as per Forensic report apart from autopsy findings? I am emphasising this for my learned readers to prove (atleast by sharing my views) that the prosecuting agencies had misinterpreted the law through the cover of forensic partial reports even in a "static liquid state" which the Judiciary accepts as total, with no questions asked. Should the "liquid forensic" be silent on such trivial issues? The Judiciary should have questioned this "diluted" aspect of the Forensic report. So far I have not come across a single case of the Judiciary questioning the Forensic department in proving their mettle over "Liquid technology"?

Whenever new technologies are being introduced, the court may not accept the same immediately.

Do have any info regarding the admission in foreign courts, of this Liquid Chromatography & Related Technologies?

The question is what is the authority and not the technical method to do this.
So find no defect in the reply that it is the Forensic Science Laboratory which would do the test if the court sends the same for verifying its authenticity.

Shri.Mahendra Kumar, don't know as to who is competent, since the forensic lab in their reports had been silent on this issue.
Shri. Arunagiri, I am not aware of this technology in foreign countries.
Shri.Devajyoti Berman, the liquid is produced in the court by the prosecution only after certification by Forensic and the court sending the same for re-analysis will not be entertained.

As the recording has been made unauthorized in the court proceeding so permission of court is necessary to send the same to the competent lab and authority is only court. Apex Court has also laid down a law on this subject.

The author had not told the video was recorded in the court. He said it was recorded secretly elsewhere.

No need to take a video, while he was examined in the court. Because whatever he says it will be in the recorded.
