Cultural committee

Dear Sir,
Please provide the basic rules for a "Cultural committee" to work in a cooperative society. Our quires are few i.e
Can a Cultural committee perform independently with out consulting and approval of society?
Can a Cultural committee direct society for fund collections?
Can a Cultural committee collect funds without permission of society?
Please reply.

Dear Francis,
It is the Society which is the bigger Forum while Cultural Committee is a creation of that bigger Forum called Society.
Therefore, the tail cannot wag the head.
The Society has to first frame the rules and fix responsibilities and jurisdiction of each of the Committees and not the otherway around.
It is your own internal matter which the Society members in their wisdom have to chart out and decide.
