How much IMP is collector approval for project?

Hi, I have booked one flat in Panvel. As per Builder, he had received approval from MMRDA for contruction and plan layout. But he is waiting for Collector approval. Need to know what is importance of Collector Approval? If it gets disapproved then will it cause any adverse effect in investment?

The last approval is from collector. If approval is not received then there is no use of all other approvals. Generally if all other departments have given NOC then collector also provides as such.
