contract-foreign buyer defaulted in payment

how to sue a foreign buyer who defaulted in payment. The country be USA or Isreal. Can I write to their commerce ministry to blacklist the defaulted firm from doing business.

if the transaction has taken place in india, just sue them in the civil courthaving jurisdiction. the court will have its own course.

for weeding out situations like this, there has been held a "Hague convention on Choice of Courts Agreements" in 2005 but India hasnt signed the traety yet so it alwys becomes a bit difficult to impose these kind of suits on the foreign party.
