illegal Gutter in my property

Hi All,

Just wanted your experts advice for an situation i m facing.

I have an property located in ghatkopar and have been actively residing in that place from my birthplace. since place landowner is a different person and i m the paying him the land rent(pagdi system). For past one year i have been shifted to different home but still i m paying the rent for that land.

From past 2 days i have noticed the people residing in back of my property have illegally constructed an gutter for passing their bathrooms water. i have an heated argument with them and then visited the local police station for action to be taken. but it seems the police to have joined their hands(taken a bribe) with them and tell me that its fine, you can close gutter when you will renovate your structure.

The above suggestion is not acceptable as the time pass it will be extremely difficult for me to close that gutter.

Please suggest an appropriate action to be taken or preventive steps to be taken to sort this out.
