Yes FIR may be registered against unknown persons.

Yes. It is open to the police officials to register FIR against unknown persons and continue invetigation to find out such a person involved in the ofence and bring him to book.

Since adultry is not a cognizable offence, so Police has no power to register a F.I.R. against anybody in this matter.
