Obtaining Lagal heir certificate from Tahsildar in Mumbai !

What documents are required to be submitted to Tahsildar as I am told that tahsildar are empowered to issue Legal Heir Certificate ? Pl. help.

This certificate is issued for a limited purpose of receiving Government dues such as Govt. Provident Fund, Gratuity etc. to the legal heir of the deceased employee of the State and Central Govt.

A) Under what Act/Rules/Govt. orders, the certificate is issued : Maharashtra Treasury Rules, 1968, Rule 359

B) Which office to contact :
Concerned Window , Mumbai City Collectorate , Old Custom House, ground floor, Fort Mumbai-01

C) How to make an application :

The application should be made in the prescribed form.
Affix Court Fee Stamp of Rs.2/- on the application

D) What documents to attach along with the application :

Xerox copy of the first & last page of the ration card
Affidavit duly affirmed on stamp paper of Rs.20/-
Death certificate
Service Record from the office of the deceased employee

E) Where to submit the application :
Concerned Window, Mumbai City Collectorate , Old Custom House,Ground floor, Fort Mumbai-01

F) Time limit within which the certificate will be delivered : 15 Days.

G) Complaint redressal authority : Tehsildar

Dear Vishal Sir,

Thanks for reply. You are right it is only for govt. employees and I got this information when visited Tahsildar's office. I am therefore stuck as need to know how a private citizen can get Legal heir Certificate. Pl. help as it is now urgent.

I am one of the legal heir out of five sons my father had at the time of his death in 1996 in Mumbai. Since than two brothers are expired and remaining two have defrauded other legal heir of huge amount of money as they were and even now opertating two joint accounts in the name of my father.

They are not moving ahead with the application filed in High Court for letter of administration in 2009 due to the frauds and to pressurise the other legal heirs or their families. We are therefore stuck as bank of india- stock exchange branch is not giving the statements of accounts and asking for legal heir certificate or a court order.

Pl. help and advice how to get Legal heir certificate to solve the problem ?
