Stamp Duty-plzz help

My Dad has purch his flat on may 1986. Well is stamp duty still reqd to be paid in STAMP DUTY AMNESTY SCHEME as it is said that period after October 1980 and befor3e December 1986 no stamp duty is reqd to be paid.
Plzzz help as we are confused

whats the notification where you found that stamp duty is not to be paid ?

I do not know thas per which notification but thats what the reply some of the advocates gave me. Even they are not aware what is to be done abt that. So plzzz help
