Whether by refraining from filing Memorandum, the existing Micro and Small units holding a SSI registration will lose the benefits under MSME Act?
If so, what recouse can they take with respect to delayed payments

If you are SSI and registered, and you have intimated your status after the Act, 2006, then you should be benefitted by MSmed

no for small and micro units, filing of memorandum is not mandatory but upon the descretion of the unit. you still avail the benefits of the act.
