Applicability of Central labour laws

Respected Labour law Specialist, Kindly advise me on the following issue citing applicable case laws if any :

Labour Enforcement officer( Central) has issued notices to the Local Branch office of a incorporated pvt. ltd. company engaged as an air tickecting agent as well as providing travel related assistance except running airlines or handling air freight , non-compliance of the following Act & Rules-
1) Payment of Wages Act, 1936 & the Payment of Wages ( Air Transport service) Rules,1968 ; and
2)Payment of Gratuity Act,1972 and Payment of Gratuity (Central) Rules,1972 .

Pl. bear in mind that the noticed establishment is duly registered under the state Shops and Commercial Establishments
Act & Rules and properly maintains the
Registers and other exhibits as provided under the said law.

The point in question is whether the notices issued to the establishment are proper and applicable .

i think in your case the appropreat govt. is State Govt. not the Centre govt. bcz you institution is registered under the state Shops and Commercial Establishments
Act.
