consumer complaint againt cipo or zonal head

Sir,
For non submission of informations under RTI act 2005 by CPIO of Punjab and Sind Bank Bhopal , I wish to lodge a compaint in District consumer Forum.
My queries are

1- Opposite Party or Respondent should be CPIO c/o Punjab and Sind Bank ?

or

2- Opposite Party or Respondent should be Zonal Manager Punjab and Sind Bank ?

3- Opposite Party or Respondent should be both i.e. CPIO c/o Punjab and Sind Bank
and Zonal Manager Punjab and Sind Bank ?

Zonal manager Punjab and Sind Bank and the local branch manager, if RTI application is filed with local branch.

No consumer complaint can be filed against the refusal of the information. There is a procedure of filing an appeal before 1st Appellate Authority within the prescribed limit of 30 days of the expiry of the period of 30 days after submission of the application under RTI Act. If abnk otherwise has defaulted in your personal matter being service-provider and your status being a consumer then you may file a consumer complaint if any deficiency in service has been made by it without even mentioning the refusal of the information sought under RTI Act.

Dear Mr. Upendra,
In the website of Punjab and Sind Bank they have published who is the PIO, who is the appellate authority etc. If you have not got the information from the PIO within 30 days from the date of application, you have to file an Appeal to the designated Authority under the RTI. The Consumer Courts have no jurisdiction at all.
