Commercial Property Lease & License Agreement

Dear Experts,
I inherited a commercial property (Shops & Warehouses) from my parents. The Shops & warehouses are occupied by tenants for the last 15 years and there is no valid lease and license agreement with them.
My question -
1. Is it possible by law to force the tenants enter into lease & license agreement? If yes, please provide details.
2. All the tenants are regularly paying the rent however it is well below the market rates; whether there is any provision in law to either make the tenant pay as per market rates or get them evicted quickly from the property.

If the tenants are paying the rent then you can not legally bound them to enter into a leave and license agreement. However , you could make application to the Rent Control for determination of Fair Rent.
