Protocol with Taxation Officers

I want to know that, is there any prescribed protocol to address Goverment Officers? Are we bound to say 'sir' to each and every officers?

Nope. U can call them by their name or designation.

If the assessing officer is insisting then? Will u please provide me some materials on the basis of which I can argue with the Officers?

Usually if the officer is old, we call him your honour or Sir. You can always them Sir. If young Sir is ideal.
