Holding two Driving licence is offence or not

Kindly let me know ,whether holding two driving licence by a person,issued by two different authorities,both DL are totally differ,it is not a case of addition of any class of vehicle later on, on any DL.Both are not connected with each other except common holder.Kindly suggest with relevent provision/rule of MV Act.Thanx

It is an offence to hold two driving licenses.

Yes it is offence under Motor Vehicle Act.
