What is the distiction between hacker and cyber terrorist in cyber law?

A hacker is a person who intrudes into some others web site clandestinely without his/their permission. There is a classification amongst them-Good hackers and bad hackers. Also known as white hat hackers and black hat hackers.

White hat hackers are the good ones who enters others sites stealthily but does not harm the sites. This enables the site owners to improve their security.

Black hat hackers are those who do harm to the sites which includes destroying.

Cyber terrorist, may be a person who terrorises people using his IT knowledge, it may be hacking, sending malware, viruses etc or creating them or similar such other things.
