What are the legal formalituies required to be done to transfer car or any other vehicle to another person ?

firstly in order to transfer the ownership of any vehicle you have to make the seller and puraser affidavits, then fill the form no. 28, 29, 30 then submit that froms along with the affidavits to the Licencing and registration authority.

Yes, Nitin has said rightly.
First requirement is sale deed/ sale boucher.
Then the formalities of RTO , where you need the said sale deed/ sale boucher, photos of seller, affidavit etc.

Obtain NOC, get signed a sale deed and applcaiton for transfer of Insurance for the vehicle, wherein the policy will cover you until next renewal. Appply for change of ownership and the work is done.
