Mr. Padmanabhan, Firstly the Tahsildar can issue legal heir certificate for the 1st class legal heirs. In the absence of 1st class legal heirs, the 2nd class legal heirs can obtain legal heir certificate from the court of law by filing succession petition. Secondly, is there any dispute arise in issuing legal heir certificate for 1st class legal heirs, the Tahsildar can advise the legal heirs to get legal heir certificate from court of law. Both the legal heir certificates are valid but is there any dispute or conflication, the legal heir certificate obtained from the court of law alone valid.

BOTH R EQUAL IN STATUS OF VALIDITY, BUT WHEN DISPUTE ARISES THE COURT CERTIFICATE WILL HAVE MORE AUTHENTICATION.

Legal heir certificate issued by the court is valid. Legal heir certificate issued by the Tahasildar is not the legal heir certificate it is survivors certificate. Except the civil courts no body has power to issue succession certificate.
