Miscellanous petirioc could be filed.But fees you enquire at counter or Advocate practicing in HC.

Yes, miscellaneous petition u/orde 1 rule 10 ( 2 ) CPC can be filed in w.p.Petitioner has to satisfy court that he is necessary and proper Party and without impleading him and in his absence no just and Proper decision would be possible .

You are party / petitioner / respondenat or what i.e., in what capacity you want to implead some other person during pendency of writ ?
Why such person was not impleaded before filing of the writ ?
