Can grand children sell the land assigned to grand father?

Hello All Experts,
One of my friends grand father was assigned some land in the year 1950 by the govt, now he expired in 1995 and my friends father applied for mutation, he has been given a Patta Pass book in the year 2002, no where being mentioned that the land is assigned. Now, my friends father is expired too, can my friend sell the land as he is looking for some investment. Currently the land is on my friends fathers as per Pahani, EC and Form 1B, and passbook. In all these certificates the land is mentioned as "PATTA".
Please help if he can go ahead and sell the land? Also, can he do a lay out and dispose, as the land now is between residential colony and not feasible for Agriculture.

Generically Speaking; GO thru the letter describing assignment of land and attached T&C and check latest stand from O/o Authority………
The O/o Authority say ; DC office at your location /state may be vested with discretion of allowing sale/issuing NOC for assigned lands…and/or having notifications on such matters…

Get the matter related docs and inputs duly examined from a very able LOCAL senior counsel of unshakable repute and integrity specializing in revenue matters for a considered and proper legal opinion…………….Such counsel are well versed with such matters…and can handle the matter..
The buyer may also want clearance on the matter and complete details/NOC/Approval in your hands shall defend the interest of both seller and buyer…

Show the PATTA to a local lawyer, presumably the allotment is on "lease" which can not be sold.
