Best way to go from higher grade pay to lower grade pay?

Sir,

I am working in a Central Government Department in 4600 grade pay. However, I have an opportunity to relocate to my home town in another central government department. However, the grade pay is 2800.

Should I forward my application through proper channel? If my current Department does forward through proper channel and I do get selected, is it possible that they may later refuse to accept my technical resignation ?

What if I do forward my application through proper channel, and upon selection, give simple resignation to my current department (without informing them about my new job) and then join my home town department? In this way I can join my hometown department without having to hide details about my past employment. Will my Hometown department have any issue with this?

Lastly, what are the consequences of hiding my current service from the Hometown Department altogether? What if they find out later? What could be the consequences?

Without proper channel and without prior intimation to your parent Department you merely tender technical resignation. IF HE merely tenders technical resignation without proper channel appointment it is not technical resignation.from the current higher grade pay scale of1st employment to a lower grade pay scale you will loose both rejoining your parent Department within a period of two years with a right to lien to post and will also lose your higher pay scale or pay protection in the parent Department.

Ms. Usha Kapoor should know that a resignation if submitted without forwarding through proper channel or without taking prior approval of the competent authority is not called a technical resignation.

So, where is the question of technical resignation without proper channel and without prior intimation, as she stated, "Without proper channel and without prior intimation to your parent Department you merely tender technical resignation from the current higher grade pay scale of 1st employment to a lower grade pay scale you will loose both rejoining your parent Department within a period of two years"

You may not be able to forward your application through proper channel for the lower post, as that is not permissible. So, only one way is available, which is resignation from the post. One way cannot at all be comparatively known as good, better or best way.

THEY CAN REFUSE PARTICULARLY WHEN YOU INTEND TO PROCEED ON LOWER POST AND YOU HAVE NO REMEDY FOR THE SAME.

THEY MAY FORWARD THOUGH CANNOT BE COMPELLED.

IF THEY FORWARD THE RESIGNATION THEY WILL BE ACCEPTING TECHNICAL RESIGNATION AS WELL BUT YOU PAY MAY NOT BE PROTECTED HAVING PROCEED ON LOWER POST WHICH IS NOT IN PUBLIC INTEREST.

HIDING DETAILS OF PREVIOUS EMPLOYMENT IS MISCONDUCT AND APPLICATION WITHOUT KNOWLEDGE OF DEPTT IS ALSO MISCONDUCT IN GOVT SERVICE.

NEW DEPTT CAN TAKE ACTION ON ON THE ISSUES ANY TIME DURING SERVICE.

IF YOU HIDE SUCH EMPLOYMENT YOU ARE ALSO GIVING WRONG INFORAMTION FOR POLICE VERIFICATION.

*Dear Sirs,

I do not intend to hide my job details. Hence, I will forward my application through proper channel and later give simple resignation to join my new department. Thus, my new department will know my past employment details and they will know that since I tendered simple resignation, I am not entitled to past service benefits and I am fine with that. Will there be any issue in this entire process? I will mention my correct details for police verification.

The query is too speculative! You just have an opportunity to apply. How could it be taken as a chance to be employed in your native place? Why are you so sure that you would be selected and appointed.

Where is the question grade pay at present?

Sincere apologies if my query is not brought out well. I am very anxious to get the said lower grade pay job in my native. Hence, I want to make sure that I am not dependent on my Department for getting that job. I would be really grateful if you could let me know if I can apply without intimating my current employer and by hiding my current employment details from my potential new employer?

It is the general norm that an public service should apply for another job (in public service or public sector) through proper channel.

However, if the recruitment is through SSC/UPSC, the employee can submit the application directly; it is only that the Head of the Office be informed. There is no need at all to hide or suppress the present employment details.

Thanks a lot for your advice. The reason I am afraid to apply through proper channel is that I will be applying to a lower grade pay and hence, my Department may deny NOC at the time of interview. If that happens, I will be completely crestfallen. I do not mind losing the benefit of my past service. Kindly advise me, as I am afraid of being denied once in a lifetime opportunity to get government job in my hometown.

To shun all the possibilities of fear psychosis, you have already been advised to resign and go, as it is certain that the department will neither forward your application, nor will give you NOC. Experimenting is your own prerogative or option. On the other hand nobody can prohibit you from resigning from the post.

I appreciate your advice on the matter. My concern is, for simple resignation, I will have to hide the fact that I am working in my current department from my potential future employer. I am afraid that, if they come to know about this in future, they may take action against me on the grounds of suppression of facts. Kindly advise me in this regard.

Right now you don't have any problem to face. There is no use of stretching the thread unusually long.

About your fear, that has no remedy, except counseling by a psychiatrist. Even otherwise also, if your new employer comes to know about the event of your present employment, neither Dhingra, nor any other expert can prevent your present or future employer to take any action about any irregularity on your part, if and when comes to their notice. Even any of the experts cannot also compel your present employer to forward your application, if not permissible or even if he does not want to forward.

So, you have two options, either to stick to your present employment or resign, if you want to go for new employment. Choice is yours.

You can go to lower grade post any time by renouncing your rights of the back service of the higher pay post.
