IT WILL BE WRITTEN/COVERED/GOVERNED BY THE TERMS & CONDITIONS ONLY IF SOMEONE BREACHES T&Cs OF SERVICES OF AGREED UPON A DEPARTMENT HOSPITAL..THE forum AND ITS JURISDICTION TO DECIDE ANY DISPUTE BETWEEN THE PATIENT AND THE HOSPITAL IS GOVERNED BY THE T&Cs ONLY

What credit Mr. Kumar Doab wants to take only by pointing out that the querist has been advised by Ms. Usha Kapoor. Does he think that Mr. Rajesh Kumar Shah has not seen the advice of Ms. Usha Kapoor or he thinks Mr. Shah as so ignorant a person that he cannot understand, who advised or not?

Also, does Mr. Kumar Doab think that Mr. Rajendra K Goyal has give any advice, when he has simply asked about the concern of the querist with the problem?

It seems, Mr. Kumar Doab, himself, is quite an ignorant person to understand what actually advice can be and what a vague and irrelevant post, like his own post!

It is difficult to form an opinion and advise without knowing facts and circumstances of alleged breach of terms and conditions.
However, in case of deficiency of service of Hospital authorities you may file a complaint before appropriate Consumer Disputes Redressal Fora depending upon pecuniary jurisdiction,

It would be better to consult and proceed through a local lawyer.
