The community hall has been constructed "without sanctioned plan", which is, otherwise, illegal.
Issue notice to local authorities (u/s 80 CPC)through a local lawyer to remove/ demolish the hall and make the land availble for the purpose it was planned/ approved and allotted.
Contact and consult a local lawyer with all relevant information and documents.
In Delhi you may call/meet me (if you feel like).

Who held the ownership of the land?

Whether any society existed and if so, whether its consent was obtained?

Whether proper permission for change of layout plan was obtained before proceedings?

Discuss with local lawyer.
