Construction touching boundary wall

I have been living in my house with a surrounding boundary wall since last 10 years.
This year, my neighbor started constructing house in the adjacent plot with his house wall touching my boundary wall. His house does not have a boundary wall.
I have not given the boundary wall rights to my neighbor.
Is my neighbor's construction legal?
Shouldn't he maintain a minimum setback gap between my boundary wall and his house?

As per buildings authorities Guide Lines it would Not be Allowed.You could Immediately Make a Complaint and Stop the Constructions .If neccessary consult a Local good Advocate.

where he claims that he is practising from 2001, while as already indicated by me, he was enrolled only in the year 2012!!! CAN ANYBODY PRACTICE BEFORE ENROLMENT? IF ONE DOES SUCH A PRACTICE IS HE NOT FIT TO BE CALLED A "FRAUD"?

ask your neighbor to furnish building plans sanctioned by Muncipal corporation ?
you can also file RTI application in this regard with corporation .

If you have not given the boundary wall using rights to your neighbor and he is using the same illegally, take stay on construction by the neighbor.
