Funny..LOBIS is not being followed by the high court of AP ..must be same or similar in all other High Courts..Knowing it to be illegal advocates are asking for cheats sorry chits from the courts to tamper with the daily cause list auto generated by LOBIS..My case wp 21313 of 2013 is stuck in the mud since 16 Jul 2013 and experts say it is an academic query..which side are in ..

You cannot demand an answer from experts especially suiting to your taste, if you have grievance over the subject issue, make a complaint with the Registrar of High court accordingly.

There are more than two lacs members..there must be at the least 30 thousands in the state of AP ..Its important that people ask such questions..I found it intriguing that none of the members/experts are forthcoming on this very very important issue..There is LOBIS which is claimed to be in fully functional mode..but my experience with truth tell me a very very diff story..LOBIS even eliminate manual intervention with vested interest..So what is wrong if I ask a question which is basic in nature?

You should lodge complaint with the Registrar of High court for your grievance.

Sorry for not having any concrete solution otherwise.

At the lower courts (with my very brief encounter post retirement)next date (Tarikh Pe Tarikh) is given by the Judge himself immediately on conclusion of hearing etc of that case with all stake holders present..The court clerk is consulted by the Judge to ascertain availability of a specific date..and when confirmed the judge announces the next date.
On the other hand in the High Court (My experience limited to only HC of AP)..The Judge does not announce the next date in the open court..but leave it to the integrity and honesty of the Registrar (Judicial) or his staff to generate next day's cause list.
In the open court (again my experience limited to court No 5 & Court No 10 of HC AP) the affected advocates are allowed to plead in the most old fashioned manner akin to pleading to Kings & Queens in the past years to expedite his/her case..Its fish market at that point of time..I see no reason but to believe that such practices breeds only favoritism..with or without good intent. The Yourlordship then allow issue of court slip commonly known as priority cheats sorry chits by the court officer ahich then are handed over to those favourite advocates..
Those cheats sorry chits ( my exp restricted to AP HC) are then produced to the His Excellency or Lt Governor,Dy Registrar (Judicial or extra judicial?)for his signature and submission of those cheats sorry chits to the posting clerks for tampering with the already generated next day's daily cause list by the expensive NIC soft ware to eliminate such tampering.
And again my encounter with Dy Registrar, the asst registrar, Section officer and a couple of court clerks ( my writ WP21313 of 2013 filed on 16/7/2013 has seen four changes of the Your Lordships)an impression is created that your lordship after retiring from the court calls the court clerk and decides which cases would be listed at what serial number and which case would be be in the ONWARD list..in the wee hours insulated from rest of the world to maintain confidentiality..that's the reason why despite such an expensive NIC software for automated generation of cause list it is not updated till midnight..and then court clerks make merry of the cheats sorry chits as those are not serial numbered with some considerations from the devils advocates..All for good of this most unfortunate country .
Why the lawyers .com is not getting united on this very sensitive issue asking yourlordsheeps not to get involved in the prep of cause list behind doors or spell out next date in the open court itself..I am sure some experts will understand and support me whole heartedly..

I have great respect to Mr.Haridass Mandal. He fights for a common cause.

So, I would like to reply for his queries:-

1. Who is responsible for prep of daily cause list?
The Registry of the High Court will prepare the daily cause list.

2. Who determines the priority?
There is a standard format being given to the posting clerk. According to this standing instruction he will prepare the cause list.

3. Who are responsible to cause change in daily cause list?
In case of any urgency, the Presiding officer of the court will order to give priority to any particular case. In this situation the posting clerk will act upon the instruction of the Presiding Officer.

@Advocate Arunagiri Thanks for the info..But it raises a few more questions.What is that standard format? Is it confidential or a public property? Is it universal to all high courts in India?
The LOBIS project was started to cure the maladies of manual posting by great clerical staff in the Registry..( This is stated in the preface of the LOBIS).My point is why LOBIS which in my view corrects the anomalies..is not being insisted by at least the Bar Council of the State or India? Is there a drawback on LOBIS for which lawyers.com are not very enthusiastic about it?

This is the latest case status...last listed on 11 Feb 2014 against Justice Nooty in ONWARD list as I did not find it in the daily cause list. He is the second and the fourth Judge in my case. He was kind to take my case on 08 Aug 2013 and gave GP Home 2 weeks time to file their counter. He was then replaced by one Justice Ramesh..and my case never taken up though listed in the daily cause list at the bottom or in the DRACONIAN ONWARD LIST by the efficient registry. But I am going to fight to finish..this domicile of a state issue must be taken to its logical end so that neither Director General of Resettlement nor Director of AP Sainik Welfare nor the Hon-ble Judges use it contradicting the settled principle that there is no such term domicile of a state in India different yardsticks for eligibility conditions to avail concessions/benefits offered by a State in India to its ESMs irrespective whether they belong to Modi's Gujarat or Mamata's Bengal.
Let the High Court of AP spell out what they mean by the term domicile of AP in respect to ESMs to avail CAP quota for their children in admission Engg /Medical & such other professional colleges?
I am sure they will think of those ESMs belonging to Seemandhara as well..more politics in the air.

Bar in AP is divided. Judges in the high court in AP are divided. Advocates union in the high court in Hyderabad is divided. Supreme court of NRI sorry India is divided. People in Bharat are divided. South India is divided from North of cow belt. Do we have a chance to stay together as a nation?
This domicile of a state issue is more important than 2G,CWG,AdarshG,CoalG,ModiG,RaGaG,AnnaG,aAK-47G put together.This is a real problem and must not be left to the divided Bar of AP or High Court or SC of NRI sorry India.
All must come out open in the street with NO DESIGNER CANDLES provided either by Ambanis or Bollywood's deadwoods and define once for all whether ESMs commissioned in the state of WB put his prime life for the country called India can be DOMICILE of AP ever or not? If yes whether his children should get CAP cert from Sainik Welfare Dept of WB or AP or not. Whether delay engineered by the Registrar Judicial of AP IN COLLUSION WITH SOME jUDGES AND ADVOCATES be constituted as an offence against our constitution or not..No point maintain statusquo which benefits the corrupt babaus, the lawyers, Judges.

I am denied CAP cert by ZSWO Ranga Reddy stating " you are not considered domicile of the state of AP & YOU HAVE NOT COMMISSIONED INTO THE aRMY FROM THE STATE OF AP".My question to each and every experts in this site " what is the law point here..to disqualify me from being a domicile of AP? Seemandhara Lawyers watch out ..your own people will also face the same in not so distant future..then I will have the last laugh.

After two weeks it was posted before Hon-ble Justice Nooty at court No 5 with subject unchanged with GP Social Affairs listed in the case status. Now the subject has been changed to Home Deptt Misc matters with GP Home added in the wakalatlama but not amended in the case status.
EAMCET 2014-15 has been notified..In this forum / experts are advising me to place the urgency of my case before the hon-ble court to take up the matter on priority. Is the court deaf & dumb? or it only moves on cheats sorry chits sorry court slips? Why the respected devils' advocates do not stop asking for Cheats sorry chits sorry Court Slips once that expensive software LOBIS is in place ? Why Bar council of AP and India does not ask its members not to ask for Cheats sorry chits sorry Court Slips which is against the law of the land..let the LOBIS be allowed to take effect with no no need for any body's manual intervention from the court clerks to asst Registrar to Dy Registrar to Registrar to court Officers and even to the Hon-ble Judges. This is purely an admin process. Either Hon-ble court announce the next date inside the court in public or leave it to LOBIS. We aam admi demand it.

The appellant vide his online RTI application dated 30.12.2013 had sought information on various points which relates to other CPIOs in Courts. The Appellant has made First Appeal for providing incomplete, misleading or false information, which has been forwarded to the undersigned by SO & CAPIO, Department of Justice vide Diary No.15011/08/2014-Jus-II dated 24/02/2014 for necessary action.
Decision
The First Appellate Authority has carefully examined the matter and the record. The Under Secretary (NM) as CPIO has sent the on-line reply on 11.01.2014 in respect of National Mission Division, which is reproduced below:

“For obtaining information on the above points you may please contact CPIO of concerned High Court. As of now, there is no provision to transfer on-line RTI application to High Court.”
It is further stated that disposal of cases in courts is within the domain of judiciary, which is independent. Hence, for seeking the desired information regarding court procedure, you may please contact CPIO of concerned Court/High Court/Supreme Court. No specific information relating to a particular court is sought in the aforesaid on-line RTI application. Hence, it is not possible to transfer the application to a particular court.
The Appeal is accordingly disposed off.

If the Appellant is not satisfied with the decision, he may prefer a second appeal to the Chief Information Commission, New Delhi.

That's the case status as on date..LOBIS is dead..Registry is doing havoc with cases right from posting Writ in inappropriate courts with subject of their choice with only aim to cause delay. My writ was filed by my erstwhile advocate on 16/7/2013. It was registered under Social welfare instead of Education as it was all about denying a CAP quota seat in MBBS against EAMCET 2013 for my daughter who is the joint petitioner.
Initially came up for admission before Hon-ble Justice KV Reddy on 19/7/2013 but the Judge did not admit under Social Welfare but directed the Registry to post it before Hon-ble Justice Nooty at Court No 5 who was then dealing with Education as well as Home. It was admitted on 8/8/2013 and the GP Home was directed by the court to file their counter within two weeks. My advocate rightly or wrongly did not request the Judge to issue notice to GP Education as well.
The registry on the other hand continue to maintain its status under subject: Social Welfare with GP Social Welfare mentioned as the Resp Adv. My advocate did nothing to change it to Home or Education though wrote a couple of letter to the Registrar to post it in the MoTION lIST.
Now the case admitted on 8/8/2013 changed its Hon-ble Judge three times in 6 months but never taken up for some excuse or other. And after 7 months the Registry according to their Grand Plan added GP Home in their Wakalat heading in the case status displayed in LOBIS ..the expensive software for management of pending cases & prep of daily cause list supposedly without any manual intervention.
Who is to be blamed for the wrong posting , not submitting counter within two weeks ( it is not submitted as on date), for changing subjecr just like that, not posting my writ on the motionlist , shuffling of Judges four times in 7 months and adding GP Home after seven moths with no direction from the court inside the c ourt.
I think time has come to question each and eveery action of the court's registry as well as the Hon-ble Judges.

LOBIS in the HC of AP has been declared dead. Prep of Daily CAUSE list is back to the court clerks with cheats sorry chits sorry court slips issued for the favorites by the dozens and then getting inserted at odd hours.I am sure super-human NaMo Sudra led NDA govt at the centre will withdraw LOBIS and terminate the PROJECT LOBIS as it is made useless by the vested interest. Jai Court clerks Joy Court's Registry.
Oh its near two months and time for another round of Hon'ble Judge for my Writ pending..

Status of Information Technology in Indian Courts


Status of Information Technology in Indian Courts

List of Business Information System (LOBIS) :

It is about scheduling of cases to be heard by the courts on the following day. It enabled the Registries of Supreme Court and High Courts in eliminating manual process of Cause List generation thus any manipulation by vested interests. These databases contain details of fresh cases, disposed and pending cases. It is the backbone application of every Court.(IS IT??????)

Impact :
As Cause Lists are generated automatically...manual intervention has been eliminated..(iS iT????)
Cases are listed strictly in chronological order of date of filing; eliminated irregularities.( No Not In AP HC)
All cases having the same law point(s) to be decided by the courts are bunched/grouped and posted before one bench. This has helped the courts in faster disposal of cases.(REGISTRY OF THE Court has its tricks)

Impact

Advocates are able to receive the Cause lists almost immediately after courts hours ( God only can help????)
Advocate can generate their own casuists which will contain only their cases,

But HC AP believes only in Cheats sorry Chits sorry Court Slips.
