In all states there is distinction between a Local and non local student. In admissions, generally weightage is given to local students, hence in order to prove that you are a local to the area in which the university is situated a study certificate has to be produced. I am enclosing a sample of the same. Hope it is sufficient.

As far as your second query is related follow the link given below to know more, since you have done your degree through correspondence course and joined in 2nd year it has to be checked whether such criteria is eligible for admission.

According to me, you are eligible to pursue LL.B and if you are not considered by the University, you may seek legal remedy quoting the Bar council of India's stipulation stated by you,

I doubt whether the university accepts the pattern of 10+3+2 for law courses. Seek further clarification & advise on the matter. You can mail to the Secretay, Bar Council of India for clarification.

The BCI has recognised the following, apart from this indiviual universities can have there criteria to decide the percentage of marks for the purpose of admission:
REQUIREMENTS AND ELIGIBILITY FOR ADMISSION TO LAW COURSE
Diploma and other qualifications recognized by the Bar Council of India as equivalent to graduation under rule 1 in part IV of the rules of the Bar Council of India
Qualifications equivalent to Degree
1. Diploma in Rural Education
RESOLUTION NO. 8/1970
RESOLVED that as a special case, the Diploma in Rural Service awarded by the National Council for Rural Higher Education which has been treated to be on a par with a graduate’s degree of the Rajasthan University may be treated as equivalent to a graduate’s degree in terms of Rule 1, as amended and that there should be no objection to the enrolment of candidates who obtained the LL. B. Degree thereafter, provided that the other requirements relating to enrolment are satisfied.
2. Diploma from St. Thomas Apostolic Seminary, Vadavathoor, Kottayam, Kerala.
RESOLUTION NO. 95A/1971
RESOLVED that the diploma obtained by the students who have passed the S. S. L. C. examination after a two year course in Latin, English and 3 year advanced course in philosophy and humanities from the St. Thomas Apostolic Seminary, Vadavathoor, Kottayam, Kerala be and is hereby recognized as a minimum qualification under Rule 1 in Part III-A of the Rules of the Council.
3. Master Degree in Arts of the Institute of Social Sciences, Bombay.

RESOLVED that the Shastri Degree awarded by the Kashi Vidyapeeth, Varanasi, be treated as equivalent to graduation under Rule 1 in part III-A.

7. Degree in Bachelor of Ayurvedic & Modern Medicines & Surgery, B.A. M.S.
