I had asked for service record, annual confidential report, conduct record of public servant under RTI, the requested rejected under certain sec of the ACT by PIO. Please tell me whether such information is covered under RTI Act, and give past judgments supporting it.

yes, if you are asking any person his personal record could not give without consent of the person, if it is life matter then appeal the concern department.

TO A THIRD PERSON INFORMATION SHALL BE DENIED TO YOU UNLESS YOU PRODUCE CONSENT OF THAT THIRD PERSON THAT HE HAS NO OBJECTION IF THE INFORMATION ABOUT HIM IS CONVEYED TO YOU.

Dear sir, the ACR and service details of a public servant are exempted from disclosure under RTI u/s 8(1)(j). there are many decisions of Central Information Commission in this regard. one decision is enclosed for your reference. However, you can access your own ACR under RTI Act and not others.
