Loud speakers

Sir,
I understand that there is a law that loud speakers cannot b used beyond 10 PM. But in our locality, loud speakers are put even after mid night during many festivals. I can say nearly 100 days in an year we have lot of disturbances. The volume is such that we get headache.
I went to police station to tell them about this. They controlled one or two days, but they are telling to give written complaint in future. But I am worried of written complaint because the area is really bad and full of goons.
I would like to know following:
Why police cannot act without complaint? Is it not their duty to maintain law and order?Do they need some complaint? If this is the case how our safety can be ensured?
What else we can do without disclosing our ID.

If you really have a problem, please complain to the police in writing.

If police does not take any action, after making complaint in writing, then you can approach the court to compel the police to take action.

Anything in oral has no meaning.

You ask, why police cannot act without complaint - let me give a simple answer - (i) suppose they do not feel that it is noisy; (ii) unlike you who are living in the locality police personnel do not live in that locality; (iii) when everywhere during festival season such loud speakers are on why police should take action against only one locality - therefore, if police gets a written complaint they can take action and even justify why they did take action.

If you are worried about your safety, then suffer the noise. You cannot have both.

Police will not act without complaint because they do not want to be alleged of religious bias. The pandal which violates will be of "X" community and when stopped they will come promptly as to why the activities of "Y" community few days back were not stopped.

I don't think this infers any legal solution, you know what is to be done under the said situation, despite experts advise you the same thing what you know to do, you come out with different queries on the same subject, it means you do not want to go for a solution yourself but want the issue to be solved on its own(?), understand the replies by experts and do what is fit.
