Consumer court

Dear Sirs,
I am a Kolkata Municipal corporation taxpayer and my taxes are up to date. Yet the KMC has not provided me with water for 11 years, because I have bought 2 floors of an old building and the owner of the ground floor refuses to sign a joint petition for me (he gets KMC water). Can I go to Consumer Court against the KMC?

The Kolkata Municipal Corporation is very tardy in its action relating to this type of permissions. The role of the ground floor owner is not clear to me as you would be applying for your own connections.
Apart from consumer case, Writ petition would also good result.

SIR,
YOU MAY FILE A CIVIL SUIT IN THE CIVIL COURTS AND MENTION ALL DETAILS IN THE PLAINT AND RESPONDENTS WILL BE KMC AND GR.FLOOR PERSON.
YOU MAY FILE A WRIT PETITION THE HIGH COURT AS WATER IS ESSENTIAL SERVICE AND KMC IS DOING ALL ILLEGALITIES AND SAME SHOULD BE MENTIONED IN THE WP.
CONSUMER COURT MATTER THOUGH MAY COST LESS BUT WILL NOT HAVE THAT MUCH EFFECT ON RESPONDENTS.GOOD LUCK.

The rent act of your state is comprehensive , just file a case before civil court as per the act.

Considering the limited facts stated in your query, you have two options to proceed ahead for the obtaining a direction from the court asking the KMC for connecting the water line to your residence. You may proceed either with a civil suit or ina Writ against KMC. All these eleven years you persuing the matter with KMC as stated by you , whether you are having continuous correspondence with the concerned authority on the matter. I think, immediately ,pl. file an application under RTI act before the PIO, KMC to ascertainthe position of your application and action taken thereon over the years . After receipt of the relevant information ,it will be easier for you to decide the appropriate course of action.
